§ 32.168 REFERRAL JOB BANK COMMISSION.
   (A)   Created. There is created in the city an City Referral Job Bank Commission for the purpose of referring qualified local residents for employment in the city, its various city departments, political subdivisions, and by contractors entering into public contracts falling under the local hiring ordinance codified in §§ 37.001 through 37.008.

   (B)   Members; appointment.
      (1)   The Commission shall be made up of three persons appointed by the Mayor. The Commission shall be established within 15 days upon the passage of the ordinance codified in this chapter.
      (2)   The members shall serve without pay.
      (3)   The Commission shall remain in existence until the time the City Council may establish within the city a Personnel Department.
      (4)   Upon the establishment of a Personnel Department, the functions, duties, and responsibilities of the Commission will be merged into the Personnel Department and the Commission shall cease to exist.

   (C)   Members; duties.
      (1)   The Commission shall be responsible for making and maintaining a current list of job applications from the city’s citizens desiring local employment.
      (2)   The Commission in conjunction with all trade and craft unions shall establish a system to certify job applicants’ qualifications to perform any trade or craft skilled or nonskilled job.
      (3)   The Commission shall inform and assist in referring and enrolling any job applicant in the trade and craft training programs available in the geographical county area.
