For any maintenance, improvement, and construction contracts having an estimated value of an amount as set by the city from time to time awarded by a municipal utility of the city, it shall be required that a contractor or subcontractor pay for each class of work on the project a scale of wages that may not be less than the prevailing scale of wages being paid in the immediate locality.
