This chapter is applicable to occupancy for residential purposes of any building, whether or not the building was erected, altered, or converted in full or substantial compliance with ordinances in force at the time of its erection, alteration, or conversion, and whether or not the building was erected, altered, or converted prior to the effective date of this chapter. Whenever any ordinance imposes higher standards of health and safety than the standards imposed by this chapter, this chapter shall not make a continued violation of the ordinance legal, nor does this chapter permit any building which complies with the ordinance to be altered or converted, as to either structure or occupancy, to conform to any lower standards imposed by this chapter. Every building constructed, altered, or converted after the effective date of this chapter shall comply with the applicable provisions of the Building Code in effect at the time and a building shall not be occupied for residential purposes unless it also complies with any higher standards imposed by this chapter. The requirements imposed by this chapter shall be in addition to other applicable requirements for existing buildings imposed by other provisions of this chapter and applicable requirements regarding garbage and trash, nuisances, and air pollution provisions of this code.
