For the purposes of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
PUBLIC MOVER. Any person owning or operating any moving van, wagon, truck, or other vehicle of any kind who shall move or transport for hire or reward household goods and furniture or other furniture fixtures or stock from one place to another place in the city; provided, that public movers shall not include persons engaged in moving solely for one person who are under contract for a period of 30 days or more for the handling of merchandise for any mercantile or manufacturing establishments located in the city and shall be otherwise and exclusively engaged in the handling thereof for the period under the contract.
