(A) There is created the position of baby clinic doctor. The baby clinic doctor shall be a physician duly licensed to practice medicine in the state with qualifications satisfactory to the State Board of Health. He or she shall be appointed by the City Health Officer subject to confirmation by the City Board of Health.
(B) He or she shall perform duties in relation to his or her position which are assigned by the City Health Officer, by law or this chapter, or by the rules and regulations of the Boards of Health. He or she shall also study all conditions which affect infant and child life in the city from both a sociological and public health point of view and shall make recommendations to the Board of Health.
