No person shall engage in, or work at, the practice of plumbing in the city, either individually or on behalf of another person unless he shall have first received a certificate from the city in accordance with the ordinances of the city and the laws of the state. Each journeyman plumber and each master plumber who proposes to do plumbing work in the city shall stand a written examination as prescribed by the Board or show proof that he has passed a similar examination from a plumbing license agency in the state recognized by the city.
