§ 33.03 COMMAND AT SCENE OF FIRE.
   The Chief of the Fire Department shall have control of operations at the scene of fire. In the event of his incapacity or absence, the duties shall devolve on the Assistant Chief or upon a member of the Fire Department appointed by the Chief of the Fire Department.
