Upon the issuance of a certificate for the operation of a taxicab business, the certificate holder shall paint on each side and the rear of each vehicle operated under his certificate, in sufficient size as to make the vehicle easily recognizable, the name of the owner and a serial number. The words and figures shall contrast with the color of the vehicle and be clearly legible.
