§ 96.02 OBSTRUCTIONS.
   (A)   It shall be unlawful for persons to obstruct any street, alley, park, square or sidewalk by congregating in crowds. ('90 Code, § 17-21)
   (B)   It shall be unlawful for any person to obstruct any street, alley, park, square or sidewalk by sitting in chairs or on boxes, window sills or other objects within the limit of such street, alley, park, square or sidewalk. An obstruction is hereby defined as less than four and one half feet of clear passage. ('90 Code, § 17-22)
   (C)   An encroachment permit shall be approved by the City Public Works Director for the placement of any planter, chair, table, bench, sign, or other objects on the street or sidewalks. If the street or sidewalk is a state highway, the encroachment permit must also be approved by the State Highway Department.
