(A) Regular meetings of the Council shall be held on the second Monday in each month, unless changed by a majority vote of the members present at any regular or special meeting.
(B) Special meetings of the Council may be held on the call of the Mayor or of a majority of the members. Notice of a special meeting shall be given immediately by the City Clerk and Treasurer to all available members and the news media.
(C) All regular and special meetings of the Council shall be open to the public.
