§ 94.02 OBSTRUCTING DITCHES AND DRAINS.
   It shall be unlawful for any person to obstruct any ditch or drain in the city. Any obstruction standing or being in such ditch or drain shall constitute a nuisance. Such nuisance shall be removed by the person causing the same within five days after written notice from the Public Works Director or such nuisance shall be removed by the city at the expense of the person causing same.
