§ 71.05 NEGLIGENT DRIVING.
   It shall be unlawful for any person to operate any motor vehicle upon a public way under the jurisdiction of the Police Department negligently, heedlessly and without due caution in a manner so as to endanger or be likely to endanger any person or property.
