The City Council shall designate, lay off and indicate, by appropriate signs and markings, parking spaces and zones, no parking zones, limited parking zones, loading zones, safety zones, school zones, hospital zones, quiet zones, traffic zones other than the above, through streets, stop streets, one-way streets, three and four lane streets, play streets, bus stops and taxicab stands, and shall have erected and installed such traffic-control devices, signs and markings as they deem necessary.
