Extreme flooding and public safety protection shall be provided by attenuating the peak discharge rate from the 100-year, 24-hour return frequency storm event to the pre-development rates or controlling and safely conveying the 100-year, 24-hour return frequency storm event such that flooding is not exacerbated or evaluating the 100-year, 24-hour return frequency storm event to demonstrate no increased flooding impacts off-site.
