§ 92.11 RUBBISH.
   (A)   It shall be unlawful for any owner, occupant, person, or corporation controlling or managing land in the city to permit a nuisance thereon through the accumulation of rubbish or excessive growth of weeds, grass, and similar items. Excessive growth means a height of nine inches or more.
   (B)   The city shall have a lien against said property for the reasonable value of labor and materials used in remedying such situation, and such labor shall be calculated at an hourly rate of $75 per hour. The affidavit of the City Clerk shall constitute prima facie evidence of the amount of the lien and the regularity of the proceedings and shall be recorded in the office of the County Clerk in the county where such city is located. Said lien shall be notice to all persons from the time of its recording and shall bear interest at the rate of 6% per annum.
