(A) In interpreting and applying the provisions of this chapter, they shall be held to be the minimum requirements for the promotion of the public safety, health, convenience, comfort, morals, prosperity, and general welfare.
(B) The invalidity of any provision or section of this chapter shall not be held to invalidate any other section or provision of this chapter.
(C) It is not intended by this chapter to interfere with, abrogate, or annul any ordinance, rule, regulation, or permit previously adopted or issued and not in conflict with any provisions of this chapter.
(D) It is not intended by this chapter to interfere with, abrogate, or annul any easements, covenants, or other written agreements between parties; provided, however, that where this chapter imposes a greater restriction upon the use of structures or land, or requires larger open spaces or lot areas than are imposed or required by the ordinances or agreements, the provisions of this chapter shall control.
