§ 150.03 BUILDING PERMITS; APPLICATION AND FEES.
   (A)   When required.
      (1)   Any owner, authorized agent, or contractor who desires to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, insert other items, such as heating, electrical, and the like, or to cause any such work to be done, shall first make application to the Building Official and obtain the required permit therefor.
      (2)   Ordinary minor repairs may be made with the approval of the Building Official without a permit; provided that the repairs shall not violate any of the provisions of this subchapter.
   (B)   Form.
      (1)   Each application for a permit with the required fee shall be filed with the Building Official, on a form furnished by him or her, and shall contain a general description of the work and its location. The application shall be signed by the owner or his or her authorized agent.
      (2)   Each application for a permit shall indicate the proposed occupancy of all parts of the building and of that portion of the site or lot, if any, not covered by the building or structure, and shall contain any other information as may be required by the Building Official.
   (C)   Fees. The following fees shall accompany each application for building permits, remodeling permits, and other fees under the zoning ordinance of the city. The fees shall accompany each application for the following in the amounts shown.
      (1)   New construction building permits.
         (a)   Residential.
            1.   Single-family.
               a.   Less than 1,300 square feet of floor space: $50; and
               b.   One thousand three hundred or more square feet of floor space: $100, plus $10 for each 100 square feet or fraction thereof over 1,300 square feet, with a maximum of $200.
            2.   Multi-family.
               a.   Two-family unit: $100; and
               b.   Each additional unit under same roof: $25.
         (b)   Commercial.
            1.   Less than 5,000 square feet of floor space: $100; and
            2.   Five thousand or more square feet of floor space: $100, plus $10 for each 1,000 square feet or fraction thereof over 5,000 square feet.
         (c)   Industrial.
            1.   Less than 10,000 square feet of floor space: $200; and
            2.   Ten thousand or more square feet of floor space: $200, plus $10 for each 1,000 square feet or fraction thereof over 10,000 square feet.
      (2)   Remodel building permits.
         (a)   Residential.
            1.   Single-family, structural alteration, room addition, carport, garage, porch addition or enclosure, swimming pool, and any other construction that extends into the yard area: $25; and
            2.   Multi-family (each unit), structural alteration, room addition, carport, garage, porch addition or enclosure, swimming pool, and any other construction that extends into the yard area: $25.
         (b)   Commercial and industrial. Structural alteration, addition, utility building, and any other construction that extends into the yard area, parking lot, or loading and unloading zone: $50, plus $10 for each 1,000 square feet or fraction thereof added over 5,000 square feet.
      (3)   Other fees.
         (a)   Request for zoning amendment: $100, plus $75 for each public hearing required;
         (b)   Request for conditional use permit, including mobile homes: $40, plus $25 for each public hearing required, plus $10 for renewal;
         (c)   Request for dimensional variance: $40, plus $25 for each public hearing required;
         (d)   Subdivision plat:
            1.   Minor plat: $25;
            2.   Preliminary plat review: $50, plus $1 for each lot, with a maximum of $100; and
            3.   Final plat review: $50, plus $1 for each lot, with a maximum of $100.
         (e)   The fees listed in this division (C)(3) shall not be refunded.
