§ 91.07 RAILROAD CROSSING GRADE CHANGE.
   Before a railroad makes any change in grade at any of the street crossings in the city, there first shall be filed with the City Clerk-Treasurer an application by the railroad setting out the change in grade of the street crossings and the City Council must approve the change in grade before construction commences by the railroad.
