The keeping of animals, birds, or fowl otherwise prohibited by this subchapter may be permitted by applying for a special permit from the City Council. The permits may be issued to permit circus performances or other public exhibition or entertainment events. Any person, organization, group, or business granted a special permit will be required to comply with the conditions of § 90.26.
