§ 90.08 PETS MUST BE KEPT WITHIN AN ENCLOSURE OR ON A LEASH.
   (A)   Generally. All canine and feline pets must be kept inside a locked pen or enclosure at all times when outside the house in which they reside, with the following exceptions.
   (B)   Exceptions.
      (1)   When an animal is out of its respective enclosure, or while going to and from its enclosure, it must be on a leash.
      (2)   Residents of the city may still walk their domesticated animals at any time of the day or night, provided that they are attached to a leash.
