Any person violating any of the provisions of this chapter or failing or refusing to abide by and comply with the rules or regulations promulgated to effectuate the provisions of this chapter shall be guilty of a violation and shall, upon conviction, be fined not less than $5 nor more than $100 and costs. Each succeeding day a violation exists shall constitute a new and separate offense.
