*   Installation of sidewalks on both sides of the street shall be required. Sidewalks shall run from curb to curb. The commission may waive this requirement along strictly rural streets, or where non-residential use makes a walk unnecessary, or for such other reasons as it deems appropriate. Sidewalks shall conform to Town specifications.
**   Curb and gutter shall generally not be required on the highway side. A planting strip with a minimum of ten (10) feet may be required on the highway side.
