a. There shall be and are hereby established for the use of and the service rendered by the sewage works system of the Town of Dyer, the following rates and charges:

b. The Town hereby elects to earn a reasonable return on the sanitary sewer utility plant.
c. The Town hereby elects to receive payments in lieu of taxes from the sanitary sewer utility plant.
