No landscaping structures may be constructed within the public rights-of-way that will hinder or endanger the flow of pedestrian or vehicular traffic. A prior approval of the Tree Program Supervisor is required prior to any type of structure being constructed within a public right-of-way. (Ord. No. 2007-04, 3-21-07)
