Nothing contained in this Article shall be deemed to create a duly or impose a liability on the Town, or its officers and employees, to plant, keep, or remove any tree, shrub, plant or flora located on public property or located on private property affecting public property, nor to relieve the owner of any private property from the duty to keep any tree, shrub or plant on his property or under his control in such condition and to prevent it from constituting a hazard or an impediment to travel or vision upon any street, park, pleasure ground, boulevard, alley or public place within the town.
