The civil and criminal provisions of this Article shall be enforced by those persons or agencies designated by the municipal authority. It shall be a violation of this Article to interfere with the Animal Control Officer in the performance of his or her duties. In the event that any costs are incurred as a result of the information in this Article, such as medical expenses for the treatment of animals, it shall be the responsibility of the owner of said animal to reimburse the municipality for said expenses.
