(a) The owner of every animal shall be responsible for the removal of any excreta deposited by his or her animal(s) on public walks, recreation areas or private property.
(b) The owner of any dead animal shall remove and properly dispose of the animal within 24 hours of its death. A real property owner is responsible for the removal of any strange carcass on such real property.
