The Town Council shall have the authority, by majority vote, to declare a severe water shortage. Upon the Town Council's declaring a severe water shortage, the Town Council shall have the authority to place any and all regulations into effect regarding sprinkling or other outside hose usage, including but not limited to a total ban upon sprinkling or other outside hose usage, that the Town Council may deem necessary to alleviate the severe water shortage to the benefit of the health, safety and welfare of the residents of the Town.
