No fishing without permit, hunting, seining, netting, gigging, molesting or pursuit of any animal, in any manner, shall be permitted within the Dyer Town Park District properties, provided, however, that for educational purposes, exceptions may be granted for examination, study, research and collection of specimens of wildlife or vegetation within park areas.
