The Clerk-Treasurer must mail to all licensees a statement of the license’s expiration one (1) month before the date of expiration, provided, that a failure to send out such notice, or the failure of the licensee to receive it does not excuse the licensee from a failure to secure a new license or renewal license, nor does it constitute a defense for operation without a license.
