"Public purposes" includes all carnivals, circuses, side show fairs, exhibitions, demonstrations, trade shows, or other means of congregating groups of people together, whether for profit or not. (Ord. No. 740, § l, 9-9-69; Am. Ord. No. 2022-02, § 3, 1-13-22)
