Sec. 3-18 Policies for Electronic Participation in Meetings of the Town.
   (a)   The procedures laid out in this section apply to any governing body of the Town of Dyer, defined to include the Town Council and all Boards and Commissions created by the Town Council, both existing now and as may be created in the future.
   (b)   Members of the governing body may attend a meeting electronically within the limits imposed by the Indiana Code, provided the number of members physically present constitutes a quorum.
   (c)   Members of a governing body may attend a study session (or other session at which no official action is taken) electronically, provided at least one (1) member is physically present.
   (d)   The only meetings that all members of a governing body may attend electronically are meetings during disaster emergency, as authorized by I.C. 5-14-1.5-3.7.
   (e)   A member of the governing body must notify the head of the governing body in writing no less than twenty-four (24) hours before the scheduled time for the meeting that that member intends to attend the meeting electronically; otherwise, the member may attend but may not speak or vote on any matter at the meeting.
   (f)   Nothing in this section is intended to contradict any provision of state statute. All terms with definitions as set forth in I.C. 5-14-1.5-2 have the definitions contained in that statute.
