Plans for the improvements herein required shall be prepared by a qualified engineer, registered to practice in the state. Two sets of prints of the proposed plans and specifications for all improvements shall be filed with the Secretary of the Planning Commission at the time of the submission of the preliminary plat. One set of as-built plans and specifications, certified and signed by an engineer registered to practice in the state shall be filed with the Secretary of the Planning Commission prior to the acceptance by the City Council of any improvement installed by the subdivider.
