Every person operating a portable pumping unit used for the pumping of oil within the corporate limits of the city shall equip same, before the operation for use thereof, on both the service and discharge sides, with steel flexible tubing or pipe composed of some other material that is approved by the City Manager or his or her designee. All pumping units shall be operated by electric motors and have any fencing requirements imposed by the zone in which such pumping unit is located.
