§ 113.068 BLOWOUT PREVENTERS AND WELL CONTROL/AUTOMATIC SHUTDOWN DEVICES.
   (A)   Blowout preventers shall be installed on the appropriate casing prior to drilling below the casing shoe. Preventers shall be tested to assure they are in good working order and drilling or working over the well shall cease if any of the preventers is inoperative. Preventer types and numbers must be determined by the blowout risk factors.
   (B)   Subsurface safety values and shutdown devices are preferred, but surface valves and shutdown devices can be considered if risk analysis indicates they are appropriate.
