All land located within 50 feet of any oil or gas well, pad, tank battery, booster pump, compressor station, or other appurtenances to any such location shall be kept free and clear of weeds, grass, rubbish, debris, paper, and/or other combustible material at all times. Sufficient quantities of shale and rock shall be in place to keep down weeds and provide a driving surface that will allow no dirt, mud, shale, or rock to be left on public streets.
