§ 110.172 APPEAL.
   (A)   A decision by the regulatory authority invoking suspension of a permit is final unless an appeal is filed, in writing, with the City Manager or his or her designated representative within ten days of the notice of suspension.
   (B)   The City Manager or his or her designated representative shall set a time and date for a hearing on the suspension and shall issue a decision, in writing, within ten days of the hearing date. The filing of an appeal in accordance with division (A) above enjoins or stays an action of the regulatory authority pending a final decision by the City Manager or his or her designated representative.
