The requirement of satisfactorily complying with the City Manager’s regulations hereunder shall be met by the employees of the city and of its agencies. No such employee shall trim or prune any tree on the public ways and lands of the city without having first obtained a permit therefor as required in § 110.141 of this subchapter unless by virtue of an unforeseen emergency such pruning shall be necessary. In the latter event, only such trimming shall be done as is necessary to eliminate immediate danger to persons or property.
