At any time, upon noncompliance with its regulations or for moral improvidence, the City Manager or his or her authorized representative may revoke the tree trimmer’s permit; provided, any tree trimmer whose permit has been so revoked may appeal such revocation to the City Council to be heard at the next regular meeting of the City Council after such revocation. The City Council may vacate such revocation, affirm the same, or impose conditions thereto.
