All junk and automobile salvage yards located within the corporate limits of the city shall comply with the following fencing requirements.
(A) A fence at least eight feet high, of solid wood, masonry, or other opaque screening shall be installed on the following sides or portions thereof:
(1) Any side which adjoins or abuts a street or property zoned for residential use. Property separated from the junk or salvage yard by only a street, alley, easement, or public way shall be considered as abutting or adjoining the salvage yard;
(2) Any side to which there is a view from a public street; and
(3) That portion of a side not abutting or adjoining a street which is within 30 feet of any street or property line abutting the street.
(B) The screening fences and walls shall be maintained in a neat, sturdy, and safe condition, without advertising thereon.
