All license taxes regulated by this chapter, except those issued for a designated period of time, shall expireon December 31 next following the same are issued. Unless otherwise herein provided, no license shall be issued until the amount prescribed therefor shall have been paid. Fees and taxes provided for herein shall be collected by the City Clerk, and licenses shall be issued by the City Clerk.
