As soon as practical, after repairs, the city shall notify the excavator of the repairs and related costs. The notice shall state that the excavator may request, within ten days after the date of mailing the notice, a hearing before the City Council. Unless otherwise determined at a hearing, the cost of repairs and associated costs shall be determined and collected as provided in this section.
