§ 90.40 FUNCTIONS.
   The Parks and Recreation Advisory Board shall make short-range and long-range recommendations to the City Council for park and recreational facility development. The Parks and Recreational Advisory Board shall also advise the City Manager and the City Council on policy issues affecting the parks and recreation system.
