§ 71.170 SUBJECT TO TRAFFIC-CONTROL SIGNALS.
   (A)   Pedestrians shall be subject to traffic-control signals as declared in this chapter.
   (B)   At all other places, pedestrians shall be granted those rights and be subject to the restrictions stated in this chapter.
