(A) Creation. There shall be a municipal library in the city. There may be as many library branches as may be determined by the City Council.
(B) Librarian. The City Manager shall appoint a librarian, who shall be an officer of the city, and all employees of the Library Department. The librarian shall have supervision and control of the Department, including the personnel of the Library Department. It shall be the duty of the librarian to operate, supervise, and control all public libraries of the city and make such regulations as may be necessary for the administration of the library for the public good.
(C) Library Board. There shall be a Library Board consisting of seven members who shall be appointed by the Mayor and confirmed by the City Council and who shall hold office for a term of three years from May 1 following their appointment, and their terms shall be staggered. One member of the Library Board shall be a member of the City Council. Vacancies on the Board shall be filled in the same manner as original appointments.
(D) Election of officers. Each year, at the time prescribed for the beginning of the term of a new member of the Board, or as soon thereafter as practical, the Board shall elect a Chairperson, a Vice-Chairperson and a Secretary, who need not be a member of the Board.
(E) Compensation of members. The members of the Board shall serve without compensation, but may be paid for such reasonable expenses in performing their duties as may be allowed by the City Council.
(F) Meetings. The Library Board shall determine the time of its regular meetings. The Library Board shall meet in the City Council Chambers. The City Manager, Mayor, Chairperson, or any four members of the Library Board may call a special meeting thereof. Any member of the Board that misses two consecutive meetings or three meetings in any calendar year shall have effectively resigned his or her position on the Board.
(G) Advisory body. The Library Board shall act as an advisory commission. As such, it shall consult with the City Manager on administrative affairs and with the City Council on matters of policy.
(H) Functions. The Library Board shall advise the City Manager and City Council and make recommendations regarding the care, management, and control of library facilities, grounds, buildings, and the property used for library activities. The Library Board shall make both short-range and long-range plans for facility upgrades for consideration by the City Council. The Library Board shall make recommendations to the City Manager and City Council regarding policy and operational issues affecting the library. All recommendations by the Library Board are subject to the approval of the City Manager, the City Council, or a combination thereof.
