(A) There shall be a Street Department, the head of which shall be the Superintendent of Streets appointed by the City Manager for an indefinite term and removable by the Manager.
(B) He or she shall be an officer of the city and shall have supervision and control of the Street Department.
(C) There shall be such employees in the Department as the City Council may authorize.
(D) It shall be the duty of the Street Department, among others, to construct, repair, maintain, and improve streets, alleys, and other public ways and street and traffic lights.
