The Director of Utility Line Maintenance shall cause to be served on the owner or occupant of any building or establishments with any sewer connections which do not conform to the provisions hereof at the time of the passage of this chapter a notice in writing stating that the sanitary sewer connections do not conform to these ordinances and advising that a connection must be made as required giving 30 days time in which to make the proper connection. If, after 30 days from the day of the service of the notice, the proper connection has not been made, then it will be unlawful and an offense for any person, firm, association, or corporation to maintain or use any sanitary sewer connection not conforming to the provisions hereof.
