(A) Surcharges will be administered for the discharge of excessive strength BOD5, TSS, and FOG when the limits stated in this chapter are exceeded. These charges are in addition to any sewer use charges incurred by the user and shall be according to the fee schedule.
(1) For the purpose of this section,
EXCESSIVE STRENGTH WASTEWATER means wastewater discharged into the POTW in which the average concentrations of biochemical oxygen demand (BOD5) exceeds 225 mg/l, and/or the average concentration of total suspended solids (TSS) exceeds 200 mg/l, and/or the average concentration of fats, oils, and grease (FOG) exceeds 200 mg/l.
(2) In order to recover the costs of treating excessive strength wastewater, the city reserves the right to apply a surcharge to any user identified as discharging excessive strength wastewater. Surcharges shall be calculated on the basis of mass (measured in pounds) in accordance with the following formula:

(3) There will be no surcharge, nor will there be any reduction in the base level charge, when C is equal to or less than the concentration limits for each respective pollutant.
(4) If only one sample is collected during the reporting period, any surcharge fee that is applicable to said sample shall apply to the total flow discharged in the reporting period both before and after the sample is collected.
(5) If more than one sample is collected during the reporting period, the first sample surcharge is calculated by using the total flow discharged from the first day of the reporting period until the date of the second sample. The second sample surcharge is calculated using the remaining days in the reporting period. Subsequent sample surcharges shall be calculated in the same manner using the total flow discharged until the date of subsequent sample collection.
(B) The sewage from individual residences known to discharge only domestic wastewater is assumed to be of normal strength and will not ordinarily be analyzed.
