(A) Grease and oil interceptors are necessary for the proper handling of liquid biodegradable emulsified oil and grease. Excessive amounts of biodegradable oil and grease are harmful to the drainage system, the public sewer, and the sewage treatment process. Grease, oil, and sand interceptors shall be provided when, in the opinion of the IPD, they are necessary for the proper handling of wastewater containing excessive amounts of grease and oil, or sand; except that such interceptors shall not be required for residential users.
(1) All interceptors and grease traps shall be of a type and capacity approved by the IPD, and include a sampling point downstream of the trap and shall be capable of producing an effluent free of oil and grease in concentration of 200 mg/l or less.
(2) All interceptors and grease traps shall be located as to be readily and easily accessible for cleaning and inspection.
(3) Where installed, all grease, oil, and sand interceptors shall be inspected, cleaned, and repaired at regular intervals, as needed, by the user at his or her expense.
(4) Where installed, all grease, oil, and sand interceptors shall be continuously maintained and operated in an efficient manner by the owner, at his or her expense, at all times.
(5) Grease and oil interceptors shall be constructed of impervious materials capable of withstanding abrupt and extreme changes in temperature. They shall be of substantial construction, water-tight, and equipped with easily removable covers which, when bolted in place, shall be gas-tight and water-tight.
(6) The use of hot water, chemicals, other agents, or devices for the purpose of causing the oil, grease, or sand to pass through the interceptor, separator, and/or pretreatment facility so provided is hereby prohibited unless authorized by the IPD prior to discharge.
(7) All requests for the use of additives as grease maintenance will be reviewed and handled on a case-by-case basis. The decision to allow a requesting establishment to use additives for grease maintenance lies solely upon the IPD or other enforcement officers as designated by the city.
(8) Any establishment required to install an interceptor who fails to properly operate and maintain the interceptor will be considered to be in violation of this chapter.
