§ 51.02 ESTABLISHMENT OF SANITATION DEPARTMENT.
   (A)   There is established a Sanitation Department, the head of which shall be the Sanitation Superintendent appointed by the City Manager or his or her designee for an indefinite term and removable by the City Manager or his or her designee. The Sanitation Superintendent shall have supervision and control of the Sanitation Department.
   (B)   The duty of the Sanitation Department shall be to collect refuse and dispose of it.
